    Vacancy Announcement: Deputy Managing Editor

    Tirana Times, a weekly English language newspaper based in the Albanian capital, is looking to hire a Deputy Managing Editor. Some of the basic requirements for the jobs are:

    - Native-level English proficiency, of the sort acquired by being a native speaker or having lived, studied and worked in an English-speaking environment for more than four years.

    - Journalism experience, acquired either through a journalism degree or through work in a newspaper or print publication.

    - Experience in managing sections of print publications is a plus

    - Communication skills in Albanian are a plus

    - Knowledge of the Associated Press style is a plus

    - Candidates must live or intend to move to Albania.

    organization, known for its in-depth investigations, its incisive and

    other influential governments, and international institutions.

    Description:
    The researcher will monitor violations of human rights in the Western
    Balkans, with an initial primary focus on Kosovo, with a secondary
    focus on Bosnia and Herzegovina, Croatia, and Serbia and Montenegro.
    Responsibilities include, but are not limited to, monitoring, investigating
    and documenting human rights violations in the Western Balkans and
    developing effective recommendations to help ameliorate those violations;
    advocating effectively for the improvement of human rights with
    governments and other governing institutions in the region, together with
    international organizations with a field presence, including, the United
    Nations, the Organization for Security and Cooperation in Europe, the
    European Union (E.U.), and E.U. and North Atlantic Treaty Organization
    (NATO)-led peacekeeping operations; linking field-based research and
    advocacy to wider international advocacy efforts on the Western Balkans at
    U.N., OSCE, NATO and E.U. headquarters, and with European Union govern

    briefing memos, reports, press releases and other documents; collaborating
    effectively with colleagues inside Human Rights Watch, and with
    international and local non-governmental organizations in the Western Balkans
    on issues of common concern; and responding to inquiries from the
    press, public, and international and local organizations based in the
    Western Balkans and elsewhere. The researcher will ideally be based in HRW's
    Brussels office, but a base in another HRW office in Europe (London,
    Berlin or Geneva) may be considered. Frequent travel to the Western
    Balkans is required.

    Qualifications:
    The researcher must be flexible and able to respond quickly to
    developments on the ground, to monitor events across the region, to conduct
    timely interventions with major international actors based inside and
    outside the region, and to produce excellent written material under tight
    deadlines. An advanced degree in international relations, law,
    journalism, history, or the social sciences is required. Candidates should have
    a background in human rights concerns in the Western Balkans and
    familiarity with U.N. or OSCE field operations. Excellent oral and written
    communications skills in English are mandatory; proficiency in
    Bosnian/Croatian/Serbian and/or Albanian is strongly preferred. Experience in
    human rights work and living or working in the region is an asset. The
    ideal candidate will be a highly motivated and well-organized self-starter
    with sound judgment, the ability to work quickly and accurately under

    Qualification and experience
    • Advance University degree in Social Sciences, Judiciary or other related fields.
    • Two to three (2-3) years progressive professional work experience at national levels in child protection, social development, management, monitoring and evaluation.
    • Fluency in English and Albanian required.
    • Current knowledge of development issues, policies and as well as social programming policies and procedures in international development cooperation, especially in child protection.
    • Proven ability to conceptualize, innovate, plan and execute ideas as well as transfer knowledge and skills.
    • Good analytical, negotiating, communication and advocacy skills.
    • Good knowledge of computer management and applications.
    • Ability to work in an international and multicultural environment.

    7. Liaise and communicate with the media for public awareness.
    8. Organize, coordinate and participate in the monitoring missions in several border crossing points in Albania. Drafting the reports as relevant.
    9. Draft all the monthly, quarterly and annual reports for the AHC and the donor. Keep regular contacts with the donors.
    10. Participate in the activities organized AHC and other partners in this field and report as relevant.
    11. Coordinate and Work on the relevant publications, brochures or informative materials as required by the project.
    12. Translate any relevant material from English to Albanian or vice verca as required.
    13. Perform other related duties as maybe required.

    Apart from working, the interns will have to develop their own ideas for street actions to be presented, at the end of the internship, to the community where they live.
    Duration:

    A. Objective

    To support ongoing activities to encourage and support cross-border trade and economic development in the GPKT 'micro-region' (the municipalities of Gjilan/Gnjilane in Kosovo, Presevo and Trgoviste in southern Serbia, and Kumanovo in fYR Macedonia) through: undertaking policy research and formulating recommendations for measures to support and encourage cross-border trade in the micro-region, investigating the feasibility and benefit of establishing free trade zones within the micro-region, and producing a simple 'Trader's Guide' on border tariffs and customs regulations in the micro-region.

    B. Background / Rationale

    -- The ongoing EWI cross-border co-operation project in the GPKT 'micro-region', comprising four border municipalities in Kosovo, Serbia and fYR Macedonia, and three borders (the international border between Serbia and Macedonia, the border between Kosovo and Macedonia, and the internationally-administered boundary between Serbia and Kosovo). The GPKT Project encompasses: multi-ethnic and cross-border community work in the areas of education, youth, media and women's issues and general civil society capacity building; cross-border municipal capacity building and collaborative work on economic development across the micro-region; and, advocacy and policy work at local and higher levels to support progress on the ground (for more information please see www.gpkt.org). This consultancy on border tariffs and regulations would combine support to activities promoting economic development and cross-border trade, as well as providing policy analysis that would be presented at national and regional levels as part of GPKT and EWI policy advocacy work.

    -- The need for informed analysis and recommendations as an input into policy advocacy work at local, national and international levels for the promotion of politically and practically workable solutions (taking into account the political context and current capacities) that adequately balance national fiscal and border control requirements across GPKT borders and the need to support local economic development and cross-border trade promotion in policy and practice.

    -- The need for an expert-authored, but accessible and politically aware/sensitized policy brief on the current border tariffs and trade regulations in place (and in practice), including constructive recommendations on reform or action by various stakeholders (relevant governments, local municipalities, communities/civil society organisations and international actors) to improve the situation. The 'Policy Brief' output of this consultancy would provide a natural follow on to similar work completed in 2005 on border management (see GPKT Policy Brief 'Border Management in the Kosovo-Southern Serbia-fYR Macedonia Vortex: a Local Perspective', Henry Bolton, February 2005), which was presented at several regional meetings and used by EWI to lobby relevant decision-makers.

    -- The need to assess the feasibility and potential cost-benefits to the GPKT municipalities of establishing free trade zones in the GPKT micro-region, and, if found to be possible and beneficial, to formulate appropriate policy recommendations (for inclusion in the Policy Brief noted above and use in lobbying decision-makers) and a brief feasibility study.

    -- The need for a simple to use guide for local traders on the relevant customs regulations and tariffs in place across GPKT borders (to be translated into local languages), focussing on the most relevant commodities, with notes of information source for less commonly traded goods and updated tariff rates.

    C. Consultancy

    i. Information needs:

    - Current levels and type of GPKT cross-border trade, focussing on trade across the three GPKT borders that is directly linked with producers or traders in the micro-region (or significant neighbouring towns, e.g. Vranje), but with a brief reference to broader trade.

    - Current regulations in place controlling trade across the three GPKT borders.

    - Current customs duties and tariffs on specific (and relevant) sectors for cross-border trade across the three GPKT borders.

    - Current standards and quality control measures in place on the GPKT borders, and implications for local traders (e.g. market inspection processes and sanitary / veterinary control/requirements, labelling requirements).

    - Required documentation, and procedure for local traders engaging in cross-border trade in various sectors.

    - Current situation on border crossing points regarding practical issues – e.g. time delay, amount of freight, volume, efficiency / accessibility / cost of spedicija firms, etc.

    - Potential increase in cross-border trade, in which sectors, on the basis of a brief analysis / consultation with development actors in the region.

    - Assessment of infrastructure and services needed to improve facilities and optimise cross-border trade.

    - Current regulatory framework for free trade zones in the GPKT micro-region, the potential for establishing these, and the benefits / costs this would imply for the GPKT municipalities.

    - Current level of implementation of relevant initiatives for harmonisation (current / upcoming bilateral / multilateral border crossing agreements) and European benchmarks, including membership of free trade agreements, and relevant 'best practice'.

    ii. Information sources: municipalities, local businesses, ministries, customs and border services, spedicija, relevant international organisations agencies (e.g. UNMIK, EAR), etc.

    iii. Outputs: a) Policy Brief (15 – 20 pages, with Executive Summary, English language ) [note 1], including analysis and reference to the needs of local communities, the potential and barriers for optimal cross-border trade, relevant European regulations, best practice, etc., and ending with policy-oriented recommendations to improve / increase cross-border trade in the micro-region (and re the potential establishment of free trade zones if assessment indicates would be possible and beneficial) [note 2]. A proposed structure for the Policy Brief to be submitted for EWI approval at a mid-point in the consultancy.

    b) Feasibility Analysis (10-15 pages – as appropriate), if initial research indicates relevant / possible, for the establishment of free trade zones in the GPKT micro-region.

    c) 'Trader's Guide' – a basic guide (length TBC/as needed), in simple language, with instructions for how to engage in cross-border trade, how to get required approvals, documentation, etc. for cross-border trade from the different authorities, and information on the current level of tariffs for the main groups of traded goods relevant to the GPKT micro-region (simple and specific instructions, e.g. 'how to obtain an export licence…', 'how to calculate tariff costs in advance…', 'how to pay duties…', 'how your product should be labelled..', 'sanitary checks your product must pass…', etc.). The guide should include a list of relevant information sources for the latest information on tariffs, for queries on regulations, etc.

    d) A list of contact information for key sources used in the research.

    e) Presentation of the research and its findings / conclusions / recommendations at one to three upcoming EWI meetings (TBC, not to be included in tender or budget).

    iv. Time frame: The total duration of this assignment would be with a maximum of 20 calendar days, preferably less.

    v. Project Staff input: EWI / GPKT staff will provide assistance with initial consultations on background activities, share existing relevant information held by the Project team, and introductions to municipal contacts - beyond this the consultant will be responsible for information collection.

    D. Tendering Process

    Interested consultants are asked to submit the following documents to Chrissie Hirst, GPKT Project Manager, chirst@ewi.info.

    - An up to date personal or organisational CV, noting specifically prior experience of work in this sector in this region. - A time frame and proposed work schedule for the consultancy, separating the work (as far as possible) into Policy Brief / Feasibility Analysis / Trader's Guide. - A budget or financial proposal for the work, separating the work into Policy Brief / Feasibility Analysis / Trader's Guide, and separating consultancy fees and field travel and translation costs. - A note on availability for presentation of the research at meetings to be held in the region - References for similar work, and any relevant examples of publications / written work.

    [Note 1]: In addition, for publication and dissemination purposes, a short, one-paragraph bio of the consultant (and a thematic photograph suitable for a cover page of the Policy Brief if this should be required), should also be submitted to EWI with the final text.

    [Note 2]: Recommendations should outline in numbered form actions which could be taken to improve the current tariff and regulatory frameworks by specific actors respectively - local and national government, international actors and the local communities. Recommendations should be clear, constructive, well-developed (a paragraph or two per recommendation at minimum), and accessible for the range of relevant actors. While the Policy Brief as a whole and recommendations should be impartial, balanced and present an honest expert perspective, there is also a need to present information, and recommendations in particular, in a way which will be constructive given the audiences involved. I.e. in addition to EWI, local municipalities should be able to use this Brief to support intelligent and reasonable lobbying for policy change, rather than feel alienated by it – similarly for national governments.

    Job Purpose (Why does the job exist? What is it there to achieve or deliver?)

    To conduct research on a multi institution collaborative project funded by the EU which commenced in 2003. The work centres on establishing spider silk as a tissue engineering scaffold and as a biocompatible material.

    This is a major, innovative programme across key European Research Centres that involves a range of scientists from materials science as well as cell biology. The work at the IRC will focus its effort on the characterisation of spider silk protein that is obtained as a natural material as well as that expressed in appropriate cell lines within the consortium. The characterisation will be of protein isolates (to assess protein binding and release) and of fibrous silk (to determine spectral properties, surface structure and bioadhesion). Fibrous silk will be configured into 2-D and 3-D complex structures for use as possible tissue scaffolds, and as components in biosensors.
